摘要 | 自然与社会结合在一起构成了一个复杂的大系统,对这个系统进行研究的目的在于探索其内部诸要素之间协调、统一的途径,最实现人类持续发展的理想。“贫困与环境-摆脱恶性循环”,是当今人类共同关心的主题之一,研究自然与社会的协调发展,正是把这个主题引向深入。广西西部区域是中国重要的贫困地区,也是生态脆弱敏感区。贫困与环境的恶性循环在这里活生生地展示着人类过度消耗环境资源的历史。该区域这种恶劣的自然环境是人类不正确的生产、生活活动和特殊的地质、地理环境共同作用的结果。但可以确信,消除贫困在该区域并不是一个不可及的愿望,只要实施正确的产业政策和环境保护措施,是可以实现环境与经济协调发展的目标的。对环境资源的无限制消耗是因为它没有成为经济发展的直接成本,因此造成了对环境资源的浪费-这是对环境资源价值的扭曲。为此应当征收环境资源使用费或税收,使对环境容量的消耗成为经济建设总成本的一部分。所以,区域经济的增长决定于:物质资本+人力资本+环境资本。通过系统分析和系统动力学模型的模拟,对该区域自然与社会的协调发展提出如下对策:①基于系统动力学模型的策略分析:适当的投资、6%的治污投资比例和控制人口。②生态建设与环境治理;③产业开发;④环境移民与劳务输出;⑤教育;⑥国家特殊政策;信息是决策的基础,本文利用Microsoft ACCESS等软件设计了专用的信息数据库,该数据库图文并茂,用户界面良好,并连接了模拟与决策模型,可进行系统动力学的决策模拟。它将是“贫困地区自然与社会协调发展信息决策系统”的雏形。 |
其他摘要 | Nature and society comprise a large complex system. The aim of studying this system is to search for the answer to coordination and unity among all elements of the system, and to achieve human being ideal of sustainable development. "Poverty and Environment-casting off their vicious cycle", is one of topics with which are commonly concerned by human being. Furthermore, the goal of studying sustainable development between nature and society is to go deep into the topic. The western region in Guangxi province is not only the most poor region but also ecological fragile one. Vicious cycling between poverty and environment vividly exhibits the history that man excessively has been consuming environment resources. This adverse natural environment in this region results from the interaction among unreasonable production, living activities and unique geological and geographical environment. However, it is assured that casting off poverty in this region is not an unapproachable ideal. As long as we make reasonable industrial policies and take environment protection measures, the goal of coordinated development between environment and economic development will be achieved. Because endlessly consuming environment resources do not account for direct cost of economic development, it causes the waste of environment resources-this distorts the value of environment resources. In order to avoid the upper consequence, the fees or taxes of consuming environment resources should be paid, namely, the depletion of environment capacity ought to become a part of total cost for economic construction. As a result, the increment of an region economics depends on resources, workforces and environment capital. By means of system analysis and simulation of system dynamic model, the measures for coordinated development between nature and society in this region are put forward as follows: 1) Wise investment, six percent investment of treating pollution and controling population increase (these base on strategical analysis of system dynamic model). 2) Ecological construction and environment protection. 3) Industrial exploitation. 4) Environmental Immigrants and workforces export. 6) Education. 7) Special national policies. Information is the basis of decision making. Special Information Data-base is designed by means of Microsoft Access and other softwares. The Information Data-base, combining words with graphs, easily operated and linking simulation with decision making model, can be used for decision making simulation of System Dynamics, and will become embryonic form of information decision making system for coordinated development in the poor regions. |
